The integrated governmental service of the electronic signature (MSign) is a reusable service provided at the level of the Government common technological platform which aims to provide an integrating, secured and flexible mechanism as well as various solutions for the application and verification of the electronic signature authenticity by the users (including in the use of information systems and electronic services’ context), offered by the electronic signature providers in accordance with the legislation in force.
integrated governmental service of the electronic signature (MSign) functioning and administration mode is governed by the Regulation on the integrated governmental service of the electronic signature (MSign), approved by Government Decision No. 405 of June 2, 2014.
beneficiary makes use of the services in order to select the electronic signature provider for the purpose of applying the electronic signature and for verifying its authenticity, including the context of using information systems belonging to the MSign service beneficiaries.
MSign service bears no responsibility for the content, accuracy and data contained in documents or information which is transmitted by MSign integrated systems for signature.
From the moment of sending the documents from the information systems to MSign up to transmitting the given signature (including in the process of signing), MSign is responsible for the integrity of the data and information contained in these documents.
The responsibility for ensuring correctness of the procedure of signing and verifying the authenticity of the electronic signatures rests on the electronic signature integrated providers.
The MSign service is hosted on the MCloud common governmental platform and complies with the security requirements specified by the legislation in force, including in the field of using the electronic signature. The exchange of information between the informational systems for MSign service functionality achievement is carried out through secured channels, using mechanisms of cryptographic protection of the information.
During the process of applying and verifying the authenticity of the electronic signature, personal data are processed within the MSign service. In the process of using the MSign service, the user has the possibility to select the electronic signature provider or refuse the signing. In the case of selecting the option for electronic signature application, the user implicitly confirms the correctness of personal data contained in the public key certificate and consents to the processing of data for applying and verifying the authenticity of the electronic signature.
By using the MSign service, the user accepts by default the placement of cookies in his/her browser, in order to benefit from the given service and improve the quality of its provision.
